Fleet Provisions....how do you use them?

Ok, so we had a couple of provision missions go through, so how do you use them?

Is it first come first serve, do they have to be handed out by command or do they not work yet?

I have the same question. Is there a place where you can see how many you have? We have a tier 1 shipyard and a tier 1 starbase. Yet most of the store NPCs on the base still say we haven't unlocked them yet.
