Given that we're looking at, according to Geko, no level cap increase -- possibly ever -- and all endgame content being treated as parallel advancement tracks...
I personally think the way you do that is you need to focus the stats on high end STF gear towards that STF, maybe specifically towards that STF chain.
As in, a flat "+5/10/15/20/25% boost to all healing and damage in Borg STFs" on gear that works nowhere else.
Because if the plan is now to introduce multiple, parallel endgame progression paths, you do want them to be roughly parallel. So that a Borg Mk XIII might be better than using an Undine Mk X in an Undine STF but you'll want to maintain a separate Undine gear set and progression for when you do the Undine STFs. But somebody else could do the Undine series first and the Borg second and would encounter the same thing, that their Undine Mk XIII gear beats Borg Mk X but they'll want to wear Borg gear in Borg STFs.
The way gear is set right now, I'm going to have to agree with you on that.
1) Other MMOs, the set grinds come from getting your class pieces from the particular dungeon. But STO sets are universal. So depends on if the sets will continue to be a "Borg set" or a "Tac Off's Borg set". Probably the former.
2) That's pretty much how it is right now. You go in with Jem Hadar set MK XI, damned good set. But you'll switch to Maco MK X as soon as you can just for the remod.
But to your point, some people either didn't know or want to grind out the Dominion episodes to get the set.
If there was a Dominion Fleet action where you can get say a MK XI/MK XII jem hadar set (maybe combine the GQ tribble stats with the set itself like your borg example).
It'd be the training ground/teamwork practice/lesser difficulty map and you'll eventually have a "set" rather than a mishmash of MK XI blues before going into the borg STFs.
But yeah probably make sense to be the Undine since the Dominion is further back but thats the only other set before the MACO omega stuff.
Once you have your Maco/Omega, now you can go into the Tholian STF, but still be disadvantaged until you have your Tholian set and etc.
