No one to build batteries?

Instead of buying them off the exchange, I talked to my engineer to get some batteries made. However, the 1st officer had no recommendations on who to select to build. Not sure if I need new doffs or what. Can anyone advise?

    May be missing what you need. When that happens, I just open up the full list and go looking to see.

    On the right panel, each rectangle has the top line is the requirement of what you need. Do you have any doffs that match up with those requirements?

    OK. Apparently I need a Fabrication Engineer. Where do I get one? (without spending Cryptic points)

    Check the exchange. Or I'll trade you a blue Fab. Eng. if you have a Blue doff with the Spiritual trait you're willing to trade (or 3 greens with Spiritual).

    I can't buy one off the exchange because I don't have enough tier 4 engineers or something like that. I'm doing an Engineer Cadre assignment at Stafleet Academy (I think that's what I need to do).

    Not that I can find a fabrication engineer - space. They all seem to be ground.

    All this just to make batteries? Maybe I'll just buy them off the exchange after all :)
