I had the same problem, but its easy to solve: You have to be sure, that while doing your commission you have selected the ship, not your captain. It is sad but you can not commission a adjutant to yourself :biggrin:

how it worked 4 me was starting a mission i needed an away team and was a man down so i tryed again and it worked????? but wouldnt work outside earth space dock loool
I just bought a heavy cruiser, which has two engineer slots - which is a problem because I'm a tactical officer and have only one bridge engineer and I can't yet add new bridge officers because there are no empty slots. At what point do I unlock another slot so I can utilize the second engineering slot on the Ra's Al-ghul (my ship)? 'Cause, We here in this house are broke. I'm just lucky I'm going to get some zen soon - which I'll eventually put toward a Sao Paulo Tactical Escort Refit.
I suppose then, since I'll need to be a captain to use it, I'll probably have that slot soon anyway, but in case I don't ...

Either discharge one of your non-engineers, or buy more slots.
My question was when do I get rewarded with free officer slots, since I'm not going to have the Zen to buy some. Because, even if I do get then new ship, I'm still going to have an empty engineer slot!!
I had the exact same issue you are currently having in my game. After getting a free ship with an extra bridge officer slot, I could not commission any of my Boff candidates so I simply left the slot empty and continued playing. The next free ship had another empty slot for a bridge office which means a total of 6 Boffs. Even with two empty slots I could not commission a single Boff.
This issue eventually fixed itself. I cannot remember when though. Every time I advanced in rank I would attempt to commission Boff candidates. I was finally able to fill in the slots when I reached either Captain or Rear Admiral Lower Half.
