Do what we do in the tribble test server with starbases be transfer to the holodeck. some of my members are trying it out with the building of our starbase. will this be all lost when it goes live in holodeck.

Yes Tribble is just a test server that will help get some of the bugs that they have in it worked out. all the progress that is made in tribble will not be transferred over but gives you an idea of what you need to stock up on in the future.
So far there haven't been any announcements regarding rewards for season 6 tribble testing. Any plans to do so, similar to the F2P tribble testing rewards?
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

I'm not liking this fleet system even more after seeing it. It really is punishing small fleets and causing peer pressure to expand or leave for a larger fleet.
When fleets start prioritizing greed over friendship, that's a bad sign.
Is the Commendation XP to Fleet Marks assignments in yet? Checked the Fleet Menu, Fleet Starbase, and Academy for assignments and personnel to convert them and nothing.

Like everything with complexity, there's a tradeoff -- small fleets have greater ability to decide what projects to do but have to work harder to get the resources, large fleets have less trouble with resources but since there are potentially hundreds of people they may not be taking the starbase in the direction that some people would want to go.

True, but wish there was somekind of alternate means to progress.
For example, players without fleets that want somekind of fleet progression join an NPC Fleet, where you have the option to do tasks that could unlock some of the rewards?
Similar with small fleets that align under a NPC Fleet at DS9, ESD, or another canonical location and you take a different route progression thats more fitting for smaller fleets?
But I really don't like the idea of large fleets when STO is still more focused around being a single player. Sure this sytem helps to be more for fleets, but when the end results being determined by the leadership, it could end up causing problems like in other games where the officers keep the good stuff and takes months for the lower echelon to enjoy what they helped to build.

Yeah, when I started messing with the starbase system on Tribble, I was rather horrified by the amounts of stuff needed. I've been hoarding for months, as I'm basically the last man standing in my fleet. But I'm taking it as a personal challenge.

Then don't join a large fleet. That is the trade off. Don't join a fleet where all the officers get all the good stuff. It's simply a matter of choosing between being a small fish in large lake vs a large fish in a small pond. My fleet does have plans to limit membership to a max number of active players to avoid the problems that large fleets will undoubtedly have.

What happens on tribble, stays on tribble.

Not always true. Often times bugs and unwelcomed changes find their way from Tribble to Holodeck.

A really harsh personal challenge.
Well if there was any greater challenge in STO, this would be it.
