A few days ago I used my hard-earned dilithium and borg salvage to outfit my Hegh'ta with some draining gear. I have a full set of mk XII polaron dual heavy cannons, the plasmonic leech console, aceton assimilator, picked up tyken's rift II and even respecced to get some flow capacitors skill.
Then I took the bird to Ker'rat for a dance or two. It did quite well, the enemy escorts are noticeably slower with their lower engine power, but I'm not sure if stacking this much drain power is really all this effect it should have. Out of a hundred engagements or so only once or maybe twice I saw a ship's shield turning off, or rather flicker for a single second, probably due to some lucky polaron chain procs.
I had better results on my science alt's Vo'Quv carrier with energy siphon drones, and back then I didn't even have the leech console or the assimilator.
Am I missing something? Of course, I don't expect to fully shut down every ship all the time, but I'm sure that a lot of my enemies had their shield or engine power set to 25, and I couldn't shut down that subsystem, or not for a significant time.
It's not nearly 30 drain. Aceton assimilators alone drain 23, plasmonic leech drains 16, and a single polaron hit is -39. Tyken's is another 8 and it stacks twice.

Drain builds work just fine but the thing that you have to take into account is the energy efficiency levels that your target may have.
You may be able to drop a targets power levels by 30 or more points in each system but if they are well invested in energy efficient skills they wont feel the pinch to badly because their efficiency boosts are always active so the lower you drain their power levels the better their efficiency boosts will pay off.
Drain BOP are nice builds but IMO they really shine when paired with a wingman.
Gravity Well 3 stacked with a Tykens Rift 3 + Alpha strike = dead targets.

Precisely! My Engineer in a BOP is a sci spammer. He really shines when paired with Carriers. He doesn't do much damage on his own, but with a team of damage dealers, he is the lynchpin that make the team unbeatable!

From 90/60/25/25 I'm getting 122/86/55/55 Hit with 30 drain would drop my low skills to 25.
