And 3 pts in cloak should work, it's just that it will add something like 1% to your cloak rating but it doesn't mean 1% of 10 km for your cloak effectiveness.

Did I misread something? Are the consoles that are popping up for less than Tier 5???
Only T4 consoles and below can be universally swapped around and the Dreadnaught Cruiser is a T5 according to STOwiki as is the Defiant-R. THis means thier claoking devices can not be moved.
Once apon time Cloaking was much more effective.. Due to numerous complaints by fed players the cloak was nerfed to what I would call 80% effectivness. What the Bortas has is not a cloak. Its an excuse to make the ship even less viable and I am quite angry about it.
But if you say "Give us battle cloak for all KDF ships because thats what they are supposed to have by canon" fed players start extruding bricks from thier posteriors. This is in spite of the fact that most any fed ship can detect cloaked PLAYER ships.. where as cloaked NPC ships have the original cloak and can use it in battle to break off combat if they are provided a rutine in thier options to do so. KDF ships are less able to take a pounding then thier fed counterparts, and THE number one tactical advantage we should have has been nerfed.
In another game, Starfleet Command-III which portrayed a next gen trek universe the cloak was a entirely working cloak. You could "ping" much like sonar to get an idea of the location of cloaked ships and whoh betide the captain that got caught under cloak. The same thing applied as here.. if your cloaked you have no shields.
I would like to see cloaks privide a substantial bonus to Defence Value... right now hitting a ship thats cloaked is really quite simple.. if you detect it, fire at it.. you will rarely miss. Lock it in a tractor if you really want to make life miserable for the captain of the cloaked ship. The cloak will still be active and the KDF ship wont be able to do much of anything untill they shut the cloak off. The way cloak is currently implemented in STO is more crippling thern anything else other then when playing against the AI. Funny how under cloak I can orbit a Borg Tactical Cube at point blank range and not be detected.

Apparently +1000 stealth does almost nothing. You can still be detected at 4-5 km and untill you drop cloak unless your in the B'rel refit you still cannot fire.

The concept of the cloak was never understood by the developers in the first place and was implemented WRONG in the game code. Mask Energy signiture is supposed to be a poor mans substitute for cloak yet frankly it works better then cloak does and it can be used in combatat all times. And after experimenting I can tell you that MES is not nerfed on the Bortas.
KDF Klingon ships have three uniqe traits.
Birds Of Prey
BOP's with thier all universal BOFF positions and extreem manuverability. They have "battle cloak" but what good is it if you cloak and you can still be seen and fired apon? BOP's to gain those universal slots generally give up agoodly percentage of thier hull strength, and have less BOFF positions then a same tier fed escort. WHile you can put together a wonderfully focused build it is still less capable then a fed escort.
Raptors:
no particular adavntages or disadvantages. Slightly tougher then Fed escorts but slightly less manuverable also.
Battlecruisers:
Standard cloak.. usless.. I don't even use it in battle other then on the approck in PvP to move to a flank unseen. After that I rarely use it again during the fight. Weaker hull then Fed Cruiser but greater manuverability. And the ability to mount dual Cannons forward.
Carriers:
Unique to KDF (for now.. this WILL change soon. and I am unconcerned.. maybe by giving the feds carriers they might finnally get around to fixing the damd bugs!) The ships them selves for KDF come in two flavors, and niether one has cloak. Their advantage is thier pets. And the pets still do not work correctly.
If Cryptic Studios is going to advance the KDF to a full faction these issues need to be addressed. And we players need to keep the pressure on to do so. Daniel Stahl is back as EP and we all know what he thinks about the KDF faction. He IS NOT our friend. Under D'angelo KDF got some love and got some ships at long last. I do know that if KDF does not get developed this year as promised then I will be pushing players to get a letter writing campain going to push perfect world into laying the law down on Cryptic to fullfill the promise.. Not e-mail either.. REAL LETTERS WITH STAMPS DELIVERED BY THE POST OFFICE. Frankly in this day and age they have a great deal more impact then thousands of E-mail.. they have to be opened and read. You don't get to scan past a real letter that simply one of hundreds...
I urge all of you to do the reserch to get the mailing address needed to do this. We should start now. I do not trust Danial Stahl and for good reason. Well Spoken and very true. Cloaks are hardly as effecient as they used to be and any fed with a pair of eyes and a high sensor skill can spot you.
I did some tests in my Bird of Prey against a Fed Science ship and an MVAE, my ship was equipped with one Stealth console.
I was undetectable to the MVAE until I was at 0.05 km (with 100 aux on MVAE). I was undetectable to the science ship until I was at 0.08 km (at 125 aux power).
I then swapped to a Bortas. I was detectable within 2 km of the MVAE, and 5 km to the science ship.
I suspect that cloaking has a lot to do with your inertia.
Cloaking is a weird thing, and very hard to guage. I think as well as the stealth conferred by cloaking, ships have a rating of how stealthy they can be made. I'm always more easily spotted in my Vor'cha than my Hegh'ta in Ker'rat when people spawn on top of eachother.
Maybe we could get a Dev to spill the beans on the cloaking mechanic, and why MES seems to actually work better right now? Because turning the power down and a device that actually hides something should really be worlds apart. In fact, MES is a really poorly thought out power all together, as it implies that if you turn the power down, all that duranium, titanium, polycarbide and transparant alluminium stops showing up on sensors. When we can detect things like particle traces and escape pods with no power? Yeah, that makes sense.:rolleyes:

I wonder to what degree? 80.01%?? Visible at only 12km by a fed with 3 in Sensors and a pair of old eye-glasses?
Hopefully its a full standard cloak now and not the bugged thing it was before.
After extensive testing I can tell you the cloak has been fixed in effectiveness. Prior to the patch I didn't bother cloaking because there was no point, you were detectable as far as 20 clicks out. In a post patch world that detection range has been shored up to within 5 clicks which is decent for a ship the Bortas' size. A general cloak afforded to the likes of the Negh'var and Vor'cha class of ship you need to be almost touching to be detected.
This is based on private challenge testing with my fleet mates.
After extensive testing I can tell you the cloak has been fixed in effectiveness. Prior to the patch I didn't bother cloaking because there was no point, you were detectable as far as 20 clicks out. I'd be happy to trade the Bortas cloak for +5/10 to engines or a half degree turn rate improvement.
