I've been playing the STF mission trying to get one of the sets, however i don't feel that I'm helping my PUG teams as much as I could. Could someone provide some advice on my setup?

Loadout change-I would recommend just turrets in the rear, torpedo in the rear arc is just a hassle to use, and you lose your front arc weapons to fire it.
My .02-I don't have stacks of spreadsheets lying around, but as far as torpedoes go, I like regular photons better fire rate coupled with the [Borg] modifier. If you're using 2 torpedo skills, mmm. Maybe having the quantums would be better, but. Again. No stacks of spreadsheets to outright confirm either of my hunches. I can't imagine one blowing the other out of the water tho.
I don't like CSV with DHCs or DCs-hard enough to get 2 targets in that little 45 deg arc-single cannons on a Kar'fi, sure, CSV it-a 180 deg spread can pick up a couple targets. I'd stick with just CRF for a DHC ship. 2 copies that is.
Boff skill set. You've got 3 "teams". You can only effectively run 2. And, ST/ET are pretty weak at skill lvl 1. I must admit having pondered a bit what to do with all these universal slots, so there is definitely flexibility to be had, and a little hard to nail down what the "ultimate" configuration would be. Consequently that also has some bearing on what consoles you'd use. So here's what I will say tho. Obviously CMD slot goes to a TAC Boff. I'd recommend something like TT1, TS2, CRF2, CRF3. 2x CRF is your bread/butter. If you're going to go with SCI as your LTC (which I think I'd do too), GW1 would get you more damage for your buck than PSW1. Here's where a little bit of console play comes-if you pick up GW, throwing particle generators into your sci console slots will help it's damage. No GW tho, you wouldn't want them...
A lot goes into this, obviously. You can bring decent damage with high surviability, eng armor consoles, etc. You can skimp survivability for damage. For sake of brevity I'll just assume that and throw a boff layout at you that should give you that very well.

I love the Heghta. So much flexibility in your builds. I run with alternate setups. If you have no sci ships in your group, I would run the following.
Comm: Grav well 3, HE3, TSS2, Polarize H 1
LtCom: TS1, CRF1, CRF2 (or CSV)
Lt: EptS1 and 2
Lt: TT1, TT2 or TS2
This set up allows you to support your team mates, hold the borg, and also have some decent DPS. Use 2 graviton generators and a borg console in your sci slots. I would lose the PSW, as this doesn't help all that much in the STFs.
If you already have a sci ship on your team running GW, then you can use this:
You definitely are more squishy compared to the other build, but you have a lot more DPS. Use the APO to get out of tractors.
In either build, I would have 2 turrets in the rear. I think CSV is actually a VERY GOOD ability in STFs. Many targets are stationary which allows you to put them in your firing arc. There actually are borg that are clumped together too. In KA, the probes are easily killed with CSV. In Cure, you can easily kill the BOP groups with CSV. All of the CRF abilities I list above can be substituted with CSV.
