Transwarp to Romulan Space

Just noticed this option in my transwarp menu today. Was this given to us for free, or did we have to meet some sort of requirement/achievement/accolade for it? It's nice, but I would really like a transwarp to Cardassian space option.

    It's an unlock for reaching Tier 2 marauding. You get transwarp to Cardassian space at Tier 4, as well as Transwarp to Regulus at Tier 3.
