Does anyone else think that there could be an optional cloaking device, either from the C-Store or a DOFF mission, that you can put on a non-klingon ship?
No. Not being able to cloak is the tradeoff for the other ships' respective abilities, as well as their greater hull ratings.
Also, canon-wise, cloaking technology is still considered to be something of a closely-guarded secret. The Klingons acquired it in an alliance with the Romulans, with whom they are now enemies. The last thing they want is to have to turn around someday and fight the Gorn and Nausicaans who they gave cloaking devices to during this alliance.

Meanwhile, Romulan cloaks were implied to be much better in DS9, and by Nemesis, they seem to have overcome most of the drawbacks - they could have shields up and fire energy weapons while cloaked. Come to STO, Klingon cloaks haven't changed much except they've managed to close the 1-2 second gap between dropping cloak and raising shields. Meanwhile Romulan cloaks seem to be completely immune to every player counter to cloaks, where Klingon NPCs are not.
Might seem like I just went off on a tangent, but it goes to Resz's point. Aside from a failed attempt at a phase cloak, it appears aside from the Romulans none of the other major factions in the Alpha and Beta quadrants actually independently developed cloaking technology, but acquired it directly or indirectly from the Romulans some how. So keeping it to themselves is a pretty safe bet.

Besides, for what purpose?...outside of PvP, cloaking has very little use in STO....
If you want to cloak, fly Klingon.
For the sake of balance the Devs will not put cloaking as a console for the KDF to use ingame.
Actually Hevach, the Klingons solved some of those little design problems with the Cloaking devices they originally had gotten from the Romulans and advanced thier technological understanding of the science.
So while KDf cloaking technology is not as advanced (in theory) as the Romulans, it no longers has the adverse side effects of diminishing cloak power while flying at full warp and other energy bleed issues issues that led it to being easily detectable by non-advanced sensors.
The Romuylans though do posses much better technolgy and that is why I have advocated that the Romulans faction have a wider use of Battle cloaking as we see ingame, when they are introduced.

If A optional cloak was given to more klingons ship the optional cloak on the federation side would have to be inhanced. Instead of just giving a cloak to the defant class and the galaxy-x. it would also have to be given to other T5 ship (imagene a Sovereign Class and a Prometheus Class having cloaks Oh and a Defiant Class with a battle cloak) That might be enough to even the playing field. And scare the klinks alittle

And show the hypocracy of teh Federations promise to not blatantly use Cloaking technologies thus tarnishing thier Hero's word is his bond image, and upset the balance of the game as well as blur the lines of what makes the KDF a little different from the Feds.
Another reason why cloaking is not widely availible to teh feds or on every ship of the line in KDF. No is the proper response. Its gonna be bad enough hearing these threads pop-up if the ever bring the Romulans into STO as they will have even more cloaking and better to boot.

Yeah i'd say giving cloaking to subject race shipyards/controlled areas would be a big no no.
