I only had the 32 points before the patch, and was getting 15%. So it looks like they've crushed this one.

I have it on a Grumba and a BoP, both with all cannon and turret loadouts,
With CRF 1 & 2 I can keep firing continuously and my Weapon power bar barely dips at all from the top of the scale.
I have 7 in flow capacitor in each and my BoP mounts a a Flow Sci console, although I wonder sometimes if I even need it.
And I flew both of them today in STFs, I noticed no difference in the power drain from the before the update.
Ah, so it's only boosting your weapon power? Before, it was boosting stats across the board.

To be honest, they way I have those two ships spec'd and geared, I never have power problems, period.
Both of them had issues under rapid fire before, I relied on EPW and bartteries before I got the leech console, since then, I always seems to have amazing amounts of power all the time. I use the bar graph pwr display (option 3) and I always seem to have way more than the base setting. My wpn pwr runs 101/70 and shields run 72/50 as an example, and that's before I start firing and sucking power from whatever I'm shooting.
I'll start watching closer when I can, but I usually have so much other stuff to pay attention too in combat as it is...
And where the heck do you see what percentage of power drain you're getting?
After you posted that I went back and looked and couldn't find some kind of percentage displayed anywhere...
I maxxed out my Flow Capacitors...and have six levels in the skill that facilitates energy transfer from one system to another...I don't have any flow consoles equipped.
Still...prior to the patch, Plasmonic Leech provided me with a small to moderate boost in all of my power systems...now, it either is giving just one or two points, or not working at all as far as I can tell.
I just did a test in T'Kanis -- took out all six borg squadrons...my shield power did not boost a single time in all six encounters with Plasmonic Leech equipped. I was in a Garumba, all cannons/turrets with one quant launcher, rapid fire.
Weapons power fluctuates so fast that it is hard to say if I am getting a boost there...

Changed Energy Siphon so if it is resisted, the target resists the magnitude of the effect, and not the duration.
Improved the effective resistance of Inertial Dampeners, Starship Sensors, and Power Insulators.
The bonus you get from Space Hull Plating and Space Armor Reinforcements skills has been increased.
Power Insulators now properly grant resistance to power drain.
Not sure...I'll try and watch pwr lvls closer, but I have a real tendancy to quickly log thru all 7 guys, do the daily lore and daily Ice race (why I have no idea) and then maybe a couple STFs later in the evening.
I'll have to use those two more and monitior the lvls further.

Easiest way to tell what the difference is (for non-weapons power anyway) is to check the numbers during a mission before going red-alert, and then when combat starts after a few seconds of shooting at a target (5 should do it) check it again.
For me, the numbers were about 2% at most, and I'm only a few points from maxing out on Flow-Caps. For the time being, I'm removing the consoles from my ships until I see anything further on it from a dev or patch note, and holding off spending the respec on all but 1 of my KDF captains, because if this is 'balanced,' then I don't want to waste the points on Flow Capacitors again, that's for sure!

However, it does need to be boosted now and seriously considered by the Devs. Hey J-Man, Heretic, this console used to be OP and then you fixed it properly but now it is broken. Could you please take a look at it for us and see if you can give it some tweaking to be more useful again? Could we at least get more of a boost to our own power even if the drain is being resisted for their power a bit?
Glad I'm not the only one experiencing issues with this as well.
Maybe we can get a DEV to reply confirming that they will look into it? And if not maybe an explanation why? After spending real money for a console which worked quite differently than it does now I'd like to at least know if they realize there is a problem and will work to try and remedy it.

Whether or not it is currently broken is irrelevant to me; I will simply state two truths:
1) when the console first arrived, it was hugely OP. it was seriously total-LoL-times how crazy OP this console was.
2) in its current state the console is virtually worthless.
So, it seems we've jumped from one pole to another. This is an STO trend.
However, there's still a chance some middle ground might be found thereby rendering the console something other than totally useless.

It would be nice if one day they learned to test something before they released it, especially when they are going to charge people to acquire it in the first place. Even then it takes baby steps, little tweaks, not these broad obnoxious swings.
