Klingon Gravity Well 3

Does anyone know why yht Gravity well 3 stops at (6) on the klingon respec? I am a LT General and I have tons of respec and I tried all 9 ranks but it stays at yellow at 6 so I cannot train gravity well 3. Anyone know why or how to help? Thanks Xavier

    If you have the points to spend and spent all Nine ranks it should work.
    You may have a bug.

    Well, it worked for me...I have 2 KDF Sci officers, both have it at 9 and have trained BOs in GW3...
    Even trained a Fleetmate's BO for him in GW3.
    donno, man...
    On Holodeck, not Tribble, correct?

    I use GW 3, that I trained myself, on my BoP.

    Are you sure you have enough points left?
