Episode Missions and the Lock Step X 3?

At the present time, All Episode Missions must be done One Race at a Time, and in On Sector at a Time.
They Start with Klingon, and then I presume run on into Romulan, then To Cardasian? and so on until the trip is done..
Why can't ALL Races run in the same Lock Step sequence, only at the same time, and Intermingled on the same mission List?
Why do the have to be Strung Out in a Single Line instead of in a Triple or Quadruple Line, Side By Side? They could still stay in Lock Step, but all Race Areas could be done in same Time Sequence.
