Should We Buy Diplomacy 4 BOFFs on Holo or Wait?

It's been well established that the Tier 4 Diplomacy rewards are missing on Tribble, but assuming they do get added at some point, what should Tier 4 diplomats do on Holo?
I don't think I purchased diplomatic reward BOFFs for any of my 3 Federation characters, because I felt they were such lame rewards that maybe they would get upgraded at some point. Since retroactive reward fixing has been historically lacking in the game, I didn't want to take a white BOFF just for looks when there might be the possibility of choosing something better instead later on.
Now with F2P coming and word that there will be some sort of reward that could be more worthwhile, should I grab the white diplo BOFF in expectation of it getting upgraded, or should I hold off on the chance that my unspent BOFF token will turn into a token for the new reward?
Will those who already claimed the BOFF get any upgrade or additional reward at all? Will Tier 4 diplomacy characters get to go back and buy the DOFFs they would get if they started over? If the point breaks on diplomacy are adjusted upward, will former Tier 4 characters retain that tier or simply retain their points total and end up wherever that puts them on the scale?
It sure would be nice to see a concrete answer to these questions in one of the F2P blogs.

I should be hitting t4 diplomacy either today or tomorrow on Tribble, so I didn't get to check it for myself yet. Apart from 200 dxp I only used the doff system to get it up, or I'd have gotten there already I think.
