I get that there are issues with improving the raw power of lower tier ships.
I would suggest however that since we have seen the Enterprise 1701 use a cloak, it be added to thelist of ships that can use the cloak console. (In fact, the Oberth and the NX have both been seen using cloaking tech as well.)
Overall, I think the approach could be taken that while the Federation has overridden any diplomatic or moral objections to use of cloak, most ships simply aren't compatible with cloaking tech. However, our three T1 Plus ships are all, along with the Defiant and the Galaxy-X), theonly Federation ships I can recall using a cloak on screen.
The thing is... The Connie, Oberth, and NX are Tier 1 ships. You can't even claim a cloaking device, Fed-side, until Rear Admiral. They also have limited slots. So I can't see much harm in letting an Admiral attach a cloak to the T1.5 ships, all of which have canon precedents for having cloaks equipped. If anything, it opens some play options forlow tier ships without making them substantially more powerful. (Consider, for instance, that you could do some nasty things with an Oberth that also uses higher tier Sci ability consoles. But your raw power would remain appropriately low.)

Btw, the cloaking device should be a device, not a console. Klingon ships dont have as many devices as fed ships do, but the same amount of consoles AND can cloak. Fed ships get no buff in return. Blatant pandering to the klingon whiners, is what this is.

Those are all valid suggestions. I believe we saw the MVA capabilities of the Enterprise in action during ST3. The Cloak was in Enterprise Incident, as suggested. And Gene Roddenberry himself said that the TOS Enterprise was capable of saucer separation... via explosive bolts in an emergency situation.

Though a future grade 3 universal space ability (like ramming speed, abandon ships, etc.) could be emergency saucer separation. Stardrive explodes with bonus damage, saucer flies away, but then the player respawns. However, instead of having to regenerate crew (or head into battle again without a full crew) you still have the complement that you got away with in the saucer.

An interesting line of thought that I hadn't considered. I don't mind it being limited to Admirals with a Galaxy-X or Defiant Refit Cloak console. As a larger point, I think each faction should have a few desirable high end craftable power consoles. Make them BoE nut unable to be listed on the exchange (since the trade of them would be contraband).
What this does is, effectively, turn places like Drosana station into black market trade hubs and also encourage maxing crafting on an alt of each faction.
So... I dunno. Say Battle Cloak became one of those for the Klingons. Feds would need a Klingon alt with maxed crafting to mail it to them or negotiate an in-person deal. (I'm using the Battle Cloak as an example. Maybe the Shard Sword of Kahless could be a better example, with the recipe as an optional reward in the Gre'thor mission.)
Then you'd have something only a Klingon with maxed crafting (and maybe max level too) can make. A Fed can use it but they can't get it from the exchange and so they'd need to roll a Klingon or track down a Klingon in-person to cut a deal.
I'd also like to see a food preparation system introduced, with more distinctive food-based buffs, and have some things like Romulan Ale become something you have to track down a real Romulan (orlevelone yourself) to get.
