This isn't the first time this has happened. At times, the Boffs disappear by simply going off-camera.
When it gets really bad, you respawn and they still wouldn't be there.
(Also, I'm getting close to 1500 Diplomacy CXP, but I still haven't gotten my "Recruit an Officer from the opposing faction' prompt even after talking to Sugihara, but that's another discussion...)
