Cannot improve Boff skills

My available Boff skill points has turned negative and any boff skill points I receive only increase this negative amount. At this point I can no longer improve any of my boffs skills because of this bug so am stuck with what I have right now. Also when I tried to submit a bug ticket I got an error that said the ticket server timed out and is unavailable for new tickets.
