Quinn's "Promotion" Mission bug

Ranked up to Lt Commander 1, got the "Promotion to Lt Commander" Mission from Quinn, bought the Rhode Island Refit ship from C-store (thanks for the free points Cryptic!), went to Laurel in the Shipyard hoping to complete the mission w/out spending Dilithium on a standard ship, spoke to Laurel but DID NOT purchase a ship, Promotion Mission doesn't complete and (just like the Optional Promotion Ceremony Mission) CAN NOT be dropped.

Suggestion: make the Promotion Mission complete upon talking to Laurel in Shipyard . . . not upon spending Dilithium on a ship you don't need.

    Same issue. Can't level up, can't skill up. Game unplayable.

    This also happened with me today
    I had the lt commander ship all the way till i hit captain because i heared all the horror storys about not having enough dillithium to get the next ship When i hit commander i did not go to claim a new ship but today i got to captain rank but i have no report to quinn mission because i had not turned in the commander one yet

    So it looks like i have to get some dilithium just to buy a ship that i dont want before i can unlock the dilithium rewards for getting to captain

    Has this happened to anyone else

    Yes, I just hit LC1, spent the required skill points, obtained the promotion mission, but I can't seem to get promoted, in that Tier 2 skills are locked out, and I don't have NEARLY enough dilithium for a Tier 2 ship...

    Working as intended, as I understand it. EXCEPT, this really ought to complete if you buy a C-Store ship. Maybe make you go to Laurel to pick up the ship, and have THAT count for the completion. It's obvious they have chained lockouts on the ship pickups now to force you to sink all the rank up DL into standard ships; but if you do buy a C-Store ship, then the mission ought to complete when you pick up the ship you paid $$ for, and you ought to be able to keep the rank up DL for equipment.

    Maybe I'm missing it, but about how dilithium am I supposed to get from ranking up from Lt to LtCom? I've got about 2400 DL, and I know some of it came from Delta VOltanis, and some more I think came from... Doff missions?

    Either way, my concern is that I hit LtCm, but my impression is that I did NOT get any dilithium; am I mistaken?

    I mean, I tried to buy a science ship at spacedock, and the requisitioner said it would cost 70000 DL? (For a Tier 2?) I need 35x as much refined dilithium as I've gathered from levels 1-10 in order to get a ship for use at lvl 11?

    Same issue. Now I cant even get dilittium when leveling,

    I've had no problems with it... I got the Rank up from Quin, had to goto the Shipyard, then to the Req.Room to claim a ship... I went to the Store in the Req. Room and apon only Clicking the STORE button, it completed for me... I looked at all the ships and decided it was not worth turning my Lt.Com. Ship in for a new one and played it all they way to RA and then I got a T5 with Dilitium... I had no problems with anything...

    Did you try to go to the Req.Room and look at the Store Vendor without actually buying a ship? Or am I misunderstanding something?

    Have you done this since the most recent patch? That's when it changed. A week ago it worked for me just as you described; however, it no longer does.

    yep... I ranked up to RA last Fridday night, the 7th of Oct.
