Early Klingon levels

I though that early klingon levels around qo'nos would get you to commander level but ive spoken to everybody and im still lt cmd 9. nebula sand top the fed/romulans should get me there and its not a huge problem but i did not think that was the plan.

a couple of rewards seems to only give out like 13 xp. perhaps they were not scaled up correctly.

    Made me wonder tas well. You get to the very cusp of Commander with no cash, mk2 green equipment and a long condensed grind ahead of you.
