I purchased 2, which should have earned me "at least" 4 Uncommon and 2 Rares. All I received was 1 Very rare and 1 Uncommon. The others were all commons.
I didn't count to make sure I actually recieved all 14 though so I may be missing some.

I also bought two packs of Doffs, and got 1 Purple Diplomat out of the pair of them, and no blues at all.
Purchased DoFF pack, received the Junior cadre item, which I would guess is the problem

Rarity is different than quality. Rarity relates to the combination of traits, race and profession. So some whites can be rare, like maybe Pakled Science officer or something.
Traits and Quality can affect assignment outcomes. For example, my white Trade my have the unscrupulous and trade traits, but my Purple Bartender with just Telepathic will confer a better success rate on a Trade mission.
I have a development lab scientist who only has the spiritual trait. I guess he is the hippy on the ship who will be testing the effects of drugs on the crew... can't wait for that assignment. I hear Bob Marley playing in the background of his lab already
Anyone know the best way to see your new doffs except the text that flashes up with their names?

I believe the border represents that officer's bonus towards success rates on missions. I have two uncommons with the same attributes, but one has the green border, the other does not, and the one with the green border raised the success rate more than the one that lacked a border.
It also seems that all non-humans are considered uncommon at the least. Apparently humans breed like tribbles, or the Federation really is a "homo-sapiens only club, present company excepted" for all you non-humans out there.
It's been stated in most of these threads complaining about Rarity of DOffs. Colour represents QUALITY, Rarity refers to the combination of TRAITS, RACE, SPECIALIZATION.
So once again,
Green =/= Uncommon
Blue =/= Rare
Purple =/= Very Rare
Green = High Quality
Blue = Higher Quality
Purple = Highest Quality
A DOff can be White (low QUALITY) but be very rare (unlikely combination of TRAITS, RACE, SPECIALIZATION)
I bought another Duty Officer pack since I posted. So that's two of those, two Junior Officer Cadre missions, and the original pack. I also got a Prisoner, some colonists (3 having the Will Riker Transporter duplication malfunction going on), and a few uncommons and a rare from rewards from other Doff Missions. These are not by border as the person quoted above provided.
Current tally of 39 Duty Officers (BOUGHT/RECRUITED) by STATED / BORDER

So it may be that it is as advertised, but then they need to specify what you may be getting with the Junior Officer Cadre at Starfleet Academy and the initial bundle will be. Because even I am confused. So I retract my first post in lieu of waiting for clarification. I do lean towards the Duty Officers 101 thread that describes rarity though so the other side is just for acknowledgement of the differences of border vs. stated quality.
I counted them up and out of the 50 Doffs I currently own , 30 of them had the
Diplomatic, Founder of the Federation, and Team Work, traits and no others. =(
I got 1 "very rare" Caitian Biologist that had no traits, bonuses or value at all out of the 6 bundles I bought.

I really hate Details, and that's partly because I forget them rather quickly : )
There is, at the bottom of the portrait of the Doff it says the quality of the Doff.
Wonder if an Uncommon White Doff (or better if there is one) can be lost in a critical failure.
1-Below averagee (White) / Newbie (Common) - no special traits
2-Average (White) / Apprentice (Common)
3-Above Average (Green) / Skilled (Uncommon)
4-Unique (Blue) / Expert (Rare)
5-Very unique (Purple) / Master (Very rare)
The way it would appear is quality/rarity, so you could have 3/2 meaning Above average (Green) quality with Apprentice (Common) traits. The Doff may be an apprentice in his/her job, but is able to adapt/understand the trickier tasks/missions.
Another example is 1/3 which means that if you send this one on a mission it may get injuried (Below average quality), but when used on ship (passive skill) the Doff provides skilled (Uncommon) support.
We are reviewing the way this works, since while there is a workable internal logic, it does fly in the face of some expected conventions which is resulting in many players understandably getting confused.
There is a plan to resolve these most (if not all) of these issues, and assuming it gets approved I will release the details on it as soon as I can.
Personally, and I'm reiterating what I said in the doff 101 thread, I think you should just hide the common/uncommon/etc stuff, and run the system on color. It doesn't mean any real back-end change, you can keep the way things work where some races are more common than others, but showing players that side of things just adds confusion, when its color and not rarity that actually decides how "good" a doff is.
Something sort of like that is actually where we're leaning, in fact.
really i think its the color system that is confusing.. at a glance i would expect to see a tally system.. the higher the tally in the corner, the rarer the item.
That's unfortunate, I kind of liked the rarity piece of it (though it didnt affect gameplay, just liked seeing how rare different species were and such). But it's ok, whatever you think will make it easier for everyone else
yeah i had this problem too and to me that is not how you do business, be glad this is not live or there would be alot of unhappy people added to what we have here. I got 2 packs and got 1 rare, 2 uncommon and rest common hmmm something wrong with this I would say
At least you got a rare... I bought 6 Doff packs and got ZERO rare, 1 uncommon, all the rest were common.
