Cannot complete Tour the Galaxy mission

Just a question really, I'm not sure if this was intentional, so I'm not putting it under bug reports...
I toured all sectors of the galaxy (not blocks, as the game tells you, but sectors are needed to complete the mission; please consider changing the description) except the Borg and Undine sectors. When I got to the transwarp gate, I remembered I was a Captain 8 and therefore can't use the gate yet.
Was this taken into account when assigning the mission? That unless you're RA+, you can't complete it?
This was rather annoying to realize when I was 90% done. Maybe I'm nitpicking, but I think the assignment should be much clearer on my two contentions.
Summary: Please state in the mission briefing that 1. You must visit all SECTORS, not all blocks, to complete the mission, and 2. You must be eligible for Borg missions in order to complete this mission.
