Tier 3 Excelsior and Nebula C-store only now?

Before the patch you could buy them both using dilithium but now you can only get them via the c-store,is this intended?

    i feared as much,i'm so glad ive leveled all my characters.I really feel for any new players coming through the system!

    But that's the beauty of the C-Store / Dilithium exchange.

    When that's enabled, every C-Store item from now until the end of STO will be available via in-game transactions with other players.

    Sure, it's shallow and cynical, especially for the C-store fluff that deserves accompanying content, but it's the best we'll ever get.

    To hell with Tribble and testing. Looks like I have a new mission to grind up a player to Commander, so I can get my Excelsior before it's too late.
