Anyone else thinking requirement to transfer DOFFs to high?

I have two exact duplicate DOFFs that I would love to unload, but you need to re-assign three officers to complete the transfer mission. I think having that mission is a great idea, but think the requirement to have three is to high.

I would recommend two, but that would seem to self serving.

    I'm unsure what that transfer mission actually does, I successfully completed it and got dilithium for them but the doffs were returned to my roster.
