DOffs gone awry?
I can understand to some point the first two Evaluations, but would rather think that the percentages more match if I were to pick an officer that doesn't match anything required. But the third instance he matches all but one requirement (the last one is impossible to match because he matched security), shouldn't the percentages be reversed in that case?
