Confused about Tribble Rewards

Ok, there seems to be a lot of confusion going on about the time frame for the rewards. I have seen this serveral times in TTS that we have "3 weeks until F2P" but the way I have read the blogs is that the rewards will be given out up to 3 weeks AFTER F2P arrives on holodeck. This doesn't mean that there will be just 3 weeks of testing and then everything is live.

If I am wrong, please someone correct me.
