    Of course.
And you may buy your brand-new nuclear arsenal here:

And another discovers yet another irritation of trying to experiance the Klingon immersion.
    Not only that...
You can only craft Hargh'Pengs at the odd levels, ie Mk 3, Mk 5, etc.
Feds can get them at any level, odd or even upon mission replay, ie Mk 3, Mk 4, Mk 6 etc.
Sucks when you're just an afterthought, huh?

Why bother with 'pengs? As powerful as Spread is now you've pretty much got to be using a regular type of torpedo. Everyone should have at least TS2... TS3 if you can get it.

That feds can get even numbered pengs is not an actual problem. Why bother with a mk8 when you can have and use at the same level a mk9?

You can't use mk9 at the same level as mk8.

Um, no...the odd numbers are the bottom end of each bracket.
ie; Lt uses Mk 1 & 2, Lt Cmdr uses Mk 3 & 4, etc all the way to Lt Gen/Vice Adm, who can use Mk 11 and Mk 12, even thou Mk 12 exist only in in-game drops.
So, Feds have access to the slightly superior version of the weapon at every level until it evens out at the Lt Gen/Vice Adm level.
    It's just the point.
Just like that they finally adjusted the damage and effects of it about 2 weeks after the Klingons got it, while the Feds had it exclusivly for, what? 2-3 months with increased damage and AOE affects while we were repeatedly told "just use Hazard Emitters and quit complaining."
    Yeah...it's the point.
