    I recommend the following:-

    Weapons and Equipment:-
    6 Tetryon Turrets
    Borg Engine and Deflector
    Aegis Shield
    Scorpion Fighters
To'Duj Fighters or Bird of Prey's

    Consoles:-
Neutronium Alloy, Field Generator, EPS Flow Regulator - Engineering
2 Halons, 2 Astrometric Imaging Scanners - Science
Tetryon Pulse Generator, Borg Console - Tactical

    Boffs:-

Tactical Team 1, Cannon Rapid Fire 1, Attack Pattern Delta 2 - Tactical
Emergancy Power to Shields 1, Reverse Shield Polarity 1, either Engineering Team 3 or Emergancy Power to Shield 3 - Engineering
Science Team 1, Hazard Emitters 2 - Lt. Science
Transfer Shield Strength 1, Transfer Shield Strength 2 or Hazard Emitters 2, Transfer Shield Strength 3 or Hazard Emitter 3, Charged Particle Burst 3 - Commander Science

    Power Levels:-

Depending on your spec, I recommend planting 9's in all T3 efficiency power levels except Shield, and have your power levels diverted to shields whilst your 50% at Auxilary. By decreasing Shield power level and increasing Auxilary power level slightly, youll be able to match them around the 95ish mark. Leave Weapons and Engines with 9's in Efficiency and T4 & 5 9's for better power level performance.

The jist of this build is Shield stripping/tanking. Leave your Fighters and BoP's to do the rest of blowing enemy ships up. If you have flown at best a Galaxy in STO in you'll handle the Vo'Quv turning no problem however if your used to an escort, then you will have much longer to adapt.

All in all, go for Engineer for more tanky abilities and a Science for a more Carrier/Support feeling (it is Science Orientated after all).
