Minor gripe, but when you finally get to the Bat'leth tourney on Forcas III and first enter the bar to question the patrons, every table in there is empty! Where are the bottles and barrels of blood wine! this is supposed to be a bar not a Puritan meeting room! I apologize to the Puritans on the forum...
Hmm, I've done this mission a lot, never have seen the things you describe, tho.
Maybe another "unintentional result" from the a patch...?

1 patch fixes 2 bugs and creates 5 more...
Tarsen's been broken since the quest was introduced. I'm not 100% sure, but as I recall the trick is to defeat all the other Romulans in the area first before dropping Tarsen.
I ran this one last night, no issues. I got one shot off at Tarsen, the last one.
As for the bloodwine, I agree, there should be mugs all over the place, a few broken glasses, and a little more "grrr" feeling in the bar, where Klingon braggadocio is at a higher level.
I've done this quest before and completed it, but I've also had it bug for me. Try beaming out and back in 15 minutes later (for a zone reset), and if that doesn't work then try dropping the mission and restarting. I know it sucks but it's what you got

The son of Drex, M'ven or w/e his name is, is supposed to drop dead after the fight with Tarsen and that is where the quest seems to bug out (he's not supposed to kill Tarsen, Tarsen is supposed to kill him). Letting the NPCs kill him has helped me in the past so you might try waiting to go in and letting them kill him.
Playing broken, bugged, glitched missions is the way it goes on STO and based on the F2P testing it hasn't changed any (In some regards it is worse). You just have to get used to it if you want to get any enjoyment from the game.
