We understand that the Klingon Faction is currently under developed. Due to this, we've decided that beginning with the free-to-play conversion, Klingon play will be unlocked at level 25, rather than the low level it is now.
This allows us to provide a better experience for Klingon play while we continue to work on improving the faction. A more complete, full-fledged Klingon Faction that we've always wanted to be able to provide will be launched in a future update. Our new owners and publishers at Perfect World are just as committed to having a fully developed Klingon Faction as we are and as our players are.

I see no deathblow per the FAQ...
You're reading something worded to placate the masses. There is no telling if it is the truth, there is also nothing to make us believe they're telling the truth. Many countless times in the past we've had promises of KDF Content, since before launch, since the original "Two factions, Full PvE Content" statement, 98% of the time they lie or push it back, and bury it. To us, those who have sat, and witnessed, the words ring hollow, and the action seems to be a "Push under the rug" attempt.

I agree with this
While I think the "plan" sounds good and could work, I'm being VERY skeptical. I've had my hopes obama-esque posts of a new hope for the KDF and nothing major happens.
They said season 4 would be the time to make a new klingon, why? Because we have a revamped social hub? Yeah, Qo'Nos looks amazing, but it doesn't actually give the KDF anything we didn't have before.
If this is indeed their plan, awesome! But I'm still gonna be skeptical, and I don't see anything major happening for us for a looooooooooong time.
You should spend some time reading PFalcon's history. You get fun quotes like this one:
March 30th, 2010 - Jack Emmert: "Trust me, we'll continue to add PvE. I'm a die hard Klingon player and I'm constantly on the EP to add more."
Or some choice tidbits from DStahl if Statesman isn't to your liking:
4. I'd like to see more players playing the KDF, and that means getting more data on what the existing (small) number of Klingon players want, and polling people who don't want to play klingons to find out what would draw them into playing the faction. Making the KDF more appealing is a tricky prospect and has many solutions... my goal is to find the right solution for longterm KDF viability.
It would seem all that data mining suggested to him that the best way to fix the KDF, and give the players what they wanted ... was to get rid of half of the faction.
And ...
8. Whenever I'm in game creating content or playtesting, I'm doing it as my Klingon character. That should tell you something.
Maybe this is what really prompted the change. He was tired of playtesting his Klingon in levels 1 to 24 so he decided to get rid of them?
A really standard example of them making promises they can't keep:
Gorn Customization Revamp (you'll still be able to make old-school Gorn - but this is new hotness)
That didn't work out that way at all. When it actually made it live almost a year after it was first announced.
1. Absolutely not true... I've been on the content team for STO since the very beginning. We said that there would be two factions, and that you would be able to play as a Klingon. The community ASSUMED that meant that both factions would have full PVE content.
2. We did not tell the community one way or the other if this was in fact what was going to happen, because we were not sure how much time in our overall schedule we were going to have to create content for the KDF Faction. Stuff changes when a game is in development, and we generally don't say anything about it to our customers until we have a pretty good idea if what we say is likely to happen.
A few months prior to launch we had a pretty good idea of what we could and could not do for the KDF Faction, and then Stahl let everyone know.
3. We have added content to the KDF Faction since launch, however the majority of STO players only play Federation characters and there is only so much we can do every day. We will continue to add KDF content to the game. If it's not fast enough for some people, well... there really isn't much we can do about that..
That's definitely a more honest take on the KDF. And falls in line with this move to gut the faction and leave it as incomplete and monster play friendly.
Then there's more DStahl commentary:
Does the KDF have a long ways to go before it is comparable to the Feds? yes.
Will they ever have as much PVE content as the Feds? Not in the short term.
Are we going to stop everything we are doing and only work on the KDF? nope.
Am I committed to seeing a healthy KDF faction on par with the FED faction? 100% yes.
See that underlined part right there? That's what Stormshade is promising they are going to do. They've never done it to date. And all of their actions and posts and quotes and updates indicate that DStahl's comment still holds true. They are not going to stop everything and develop the KDF right. Instead, they're going to gut it. Leave it to rot. And PROMISE to fix it. Like they've been promising to fix it since launch day.
That's why PFalcon's history is so useful. It gives you perspective on what was said, what was done, and the differences between the two.
Anyway, to those still drinking the kool-aid, ive been watching Klingon development since I started. I leveled a Klingon as my first toon, loooong before there was ANY content at all....when I say they have promised much and never ever lived up to thier word, its quite true.
This timeline is fact...and the history is not some random timeline...its specific and supported with the actual posts linked for each and every thing. Before you post some nonsensical fluff, read it...go ahead..I dare you. Then come back and weave some tale defending Cryptic.
With the new changes it will be a cold day in Grethor before they finish the KDF faction now. They ignored the vocal KFD playerbase since pre-launch...its not going to change now.
Wow never read it before, puts things in perspective.-Although to be honest Ive been getting more and more put out over time.
I know its tough running a business-cuz I run one (not nearly as big as Cryptic) but I do have some ideas about how it works. The one thing I hate more than anything...at all is getting our products out late. I hate it I hate it, there is no reason for it. For me the Health of our business is doing things on time, even if u dont want to-even if someone orders something more expensive a little later-You ready and ship things the order inwhich they are recieved. This is only fair.
I love the game, cuz life sux and my lifetime sub was a gift from my boyfriend to help me relax from all of lifes suckiness. But it bothers me to see so many broken promises and the ones that are upheld are half hearted. If I didnt have the life sub I would have quit and wiped it from my comp by now-after all I could be using my bowflex instead of playing STO.

I have 5 VA's, and 1 LG. None of the VA's leveled by PvP.
The One LG? Leveled mostly during the last Q-Weekend. The Breen... they hate me.
What I find sad is the fact that the missions and patrols we have on the Klingon side I find to be better than the Federation-equivalent mission, we just don't have enough of them.
I am guessing they explain this by saying the Klingon side is only 12% of the size of the Federation, not realizing that 12% content = 12% interest and 12% player-base.
That being said, you guys are a frightening 12%. Running STF's on this side I found far, far more competency and coordination than the Fed side. When they actually get the idea and balance out the sides a bit more, that will change, but those of you who tackled this beast from day one should stand proud knowing you tamed a beast most of us gave up on.
For my take on this, being with STO almost from the beginning, I'm glad they popped the Klingon cap to 25. The first two tiers are boring, no matter what fluff they put in there. Give me a good endgame and I'll be happy.
Now, if they would just put some conquerable territory, PvE-PvP Resource Missions... you know, a reason for PvP, I would be a happy camper.
I agree with the above that the KDF missions are more interesting that several of the Fed ones. At least all the combat actually FITS the KDF. All those hunt and destroy missions the feds have are so out of place.
Reading the timeline, I can actually remember most of those quotes and several of the happenings. Its really sad is what it is.
I'd say it makes me upset, but it really isn't going to do any good. Were just supposed to get out of the car or shut up and watch the dvd in the back seat I guess. >.>

It is rather sad. I have quite a few Klingons (which I can't access due to Season 4 causing system crashes for any of my toons in a fleet) and it's so unfortunate that they've always gotten the shaft in favor of the Feds. Obviously a business decision, as Cryptic would want to do anything to retain the majority of it's player base for financial reasons, but wow...what if they had done it right. Imagine if they had gotten more positive feedback from Klingon players, plus more options for the playerbase to access another full faction from the start...
...how much more money would Cryptic have made? How many more "offline" posters would still be here?
As someone new to the Klingon faction, I found the old list by PF earlier today. May I ask a few questions?
1-3) What happened to PF? Why was he banned? Was it permanent?
4) I am finally rolling a KDF, an Orion Science Captain. When does the game actually pick up? Right now I'm stuck doing explorations or Foundry missions while waiting the 30-45 minutes for a PvP match, and those give small rewards considering that most of the time I and my teammates are out-gunned...

3) It's been this way for weeks now and non-permanent bans span only a week as I recall so permanent.:(
4) I've lost overview when Cryptic "releveled" the FE missions so it's now an even greater grind at low level than before but as I recall (could be totally wrong) the first FE gets available around level 18.

PvE is pretty sporadic throughout. I found the mid-levels to be the worst for grinding, but you may feel differently. I can't really speak to PvP since I don't play it, but I've heard it's mostly concentrated at the higher levels.
Discussion of moderation on these forums will result in more moderation. Too bad money and sex don't work that way.
Yeah, after getting a few mailers and now seeing the posts about this, I think I'm going to leave PF and his situation well enough alone from here on. I will only say that I wish he was still around, and that I hope he keeps up the good work through other mediums. Also thanks to McCoy for keeping us informed on the STOWiki page.

And welcome to the Empire.
Thank you, I definitely have garnered a distinct, if not yet complete, understanding about what you guys have been going through. I think that though I will have aplenty of time to waste on my Orion, this amounts to me essentially just gathering resources in the nebulae whilst doing Exploration missions for the XP. I'm seriously considering just doing that and Foundry until I can start doing FE's.
As bleak as it is, I think I am most looking forward to what one of the other guys was saying (possibly in another thread I saw on here) about how the Klingon faction has the more educated and coordinated player base. I HATE PuG's on the Fed side, and even when I temporarily join up with a fleet outside my own to get a mission done, there is no teamwork. I think that might be different here.
Strangely enough, first and formost I am an Andorian fan-girl, but I have been enjoying my Orion captain alot more... perhaps because the incessant combat fits the kdf in this game better than it does the feds. At least I feel like a pirate... as a fed, 9 out of 10 times I feel like I am in the Mirror Universe.

I like my orion as well, but still greatly enjoy the Klingon race toons I haveas much...if not more.
As is yours! Is that an Andorian CosPlayer? If so she is really well done!
Mine is just Jolene Blalock as Mirror T'Pol. She ranks up there as one of the hottest actresses out there (with Olivia Wilde, if you were curious) in my opinion, and I really loved T'Pol in Enterprise. She was one of the main reasons I stuck with the series the whole way through.

Cryptic decided imo to give the KDF the death blow.
