What do you mean with TS1? Do you actually mean Tactical Team 1 (would make the most sense to me in that slot.)
Jam Sensors isn't all that great in PvP. It makes you invisible vs. one foe, provided you don't fire on him.
I would suggest equipping two Emergency Power to Shields for all-time resistance buffs, and try to have several Bos ready that come with Hazard Emitters I, Transfer Shield Strength II, Science Team I and Polarize Hull I in various combations. If you'd knew you had support, a Science Team and Polarize Hull might be best, but if you're PuGging (like you're typically in Ker'rat), HE and TSS are very useful.
ts1 is torpedo spread 1 it was either that or another tactical team
what i was trying was decloaking with all my buffs and unloading weapons and if that didnt kill him jam his sensors enough for me to turn around for a second pass

Oh, I thought you meant Target Shields but then I realized that you had no beams equipped, regardless though torpedo spread is a waste on a raptor (in fact most of the time it's a waste on any ship) and I strongly suggest changing it to....well....anything.
Additionally despite the fact that you're an engineer your tank is quite weak with too much reliance on the Team skills and their shared cooldown.

Ultimately it's going to come down to what you're comfortable living without to get the benefits that you critically need, and it will take a little experimentation to get comfortable in a build.

your right huh...i alwasy forget enginering team is just liek science team and tactical team i dotn know why.......but thank you verry much for your knowledge im gonna go back and work on this right away

Instead of Torp Spread you can get a 2nd Tac team.
Recommend full borg set each piece gives a +5 to one subsystem.

I have the full borg set.
In a relatively equal match 20-30 minutes 700K damage and 700K healing (borg procs are the majority)
