I started a thread similar to this on the General Feedback forum asking for opinions about what a bare minimum of Romulan content should be before the faction was introduced into the game. It received quite a few responses and opinions on the subject, as I'm sure you can imagine, varied wildly. One argument that sprung up in that thread was the question of how much work the KDF needs before time can be spent on the Romulan Star Empire. Obviously the Klingon side of the argument was that Cryptic has an obligation to make good on the promises they made during game development and give us a full KDF faction. The other side of the argument is if they waited for the KDF to have parity with the Federation, the RSE would never see the light of day.
So, in this post I want the insights and opinions of the forum surfing KDF players. How much work does the KDF need to have done, at the bare minimum, before you'd agree to see that effort spent on the RSE or Cardassian Union?
My personal opinion is that the bare minimum has been met. Not to say the Klingon Faction is completed by any means, merely that we have enough that I can't, in good conscience, say there's something so lacking on the Klingon side that it should take precedence over the existence of the RSE or Cardassian Union.
My preference would be that they would add another 8 PvE missions that are good Klingon missions.
However, I know that isn't going to happen. The closest we'll get is when Federation missions get remastered, they may make a Klingon equivalent. Dstahl said something along those lines in the most recent ask Cryptic.
They are adding more ships, they are adding a DOff system which will introduce the Marauder system, etc. So, it looks like we are about to have all the building blocks we are going to get. From here on out, it is likely that our new content will be Featured Episodes.
I was thinking the other day that I'd be more interested to see a Romulan faction added if they would make Romulan PvE missions that brought the Romulans into conflict with the KDF...and at the same time made a KDF side of the story mission. It would seem to be a way to get content for both factions without duplicating all the effort (just some of it). I suspect they will do that some for the Romulans with existing Federation content that gets remastered.
I'm ambivalent about a Romulan faction. Its not my cup of tea. I know that other players want them. If they are going to do it, they have to get started at some point because it is going to be a lot of work to add a new faction to this game.
I´d say 8 new KDFmissions that deal heavily with the klingon culture and their relaationships with their "subjects", because faction identity should be a major concern for fleshing out the KDF.
If they could accomplish that with the remastered versions of fed missions, that would be acceptable too.
And the KDF should get equal customisation options from now on, the Federation is already far ahead, so instead of making two new skimpy outfits for the feds, make it one for each side.
The minimum amount of content added to the KDF that I'd accept before I would actively endorse Cryptic working on a third faction:
1) Another 8 - 10 KDF exclusive PvE story missions. Actual story missions, not "Kill (0/5)" patrol missions, not "Faction Neutral Content", but KDF exclusive PvE only missions with an actual storyline.
2) 2 more costume sets that work for all KDF personnel, the mercenary outfit could be one of them, so that work is half done.
3) 1 species specific uniform for the Nausicans, Lethians, and Gorn. The Klingons and Orions already have their species specific clothing, why shouldn't the others get the same treatment.
4) Lethian and Nausican bridge officers made available, as random drops, not on the C-Store.
5) Armor and kits visuals enabled for KDF characters.
At the absolute, barest minimum that I would accept before the Romulans are even considered being added in are the following:
1) The Fed story missions reworked with a Klingon POV.
2) More KDF costume and ship options to be somewhat on par with what the Feddies currently have. At the very least open up the "off-duty" outfits to us and more hair styles (I absolutely HATE the dread look).
Now, I would LOVE to see more KDF-only missions covering the major races in the Empire, including Orion and Gorn-centric episodes. I don't expect this to happen, though, due to Cryptic's focus on making most everything faction agnostic these days. As long as we have a leveling path that doesn't force us to grind PvP, exploration clusters, defense missions, and mission replays all day long, I would be happy.
And, yes, I am looking forward to playing a Romulan. I'd love to have all of the major players (sans Borg, of course) to have their own faction and flavor.

When I can comfortably go from level 1 to 60 without repeating alot of stuff and still have a couple missions left over once I am done I will consider it enough. That's how it is Fed side.
Just as a reminder, we're looking for the bare minimum development that you would need to see on the KDF before Cryptic even starts investing resources into developing a Romulan faction.
Our tally so far is, of 7 respondents.
6 people wanted missions added to the Klingon game. 3 people would require 8 missions and would be willing to accept Federation missions being remastered if they felt significantly Klingon enough. Another 2 requested 8-10 missions and insisted on a uniquely Klingon feel. 1 requested a full 1-60 leveling experience with enough missions to skip a few, so I'm marking him down as asking for 60+ missions but without requiring story lines for each one.
2 people felt Lethean bridge officers need to be introduced before the RSE receives any development attention.
The same 2 people were not aware that Nausicaan bridge officers are already in game and already have a race specific outfit set including 2 different shoulder customizations and three different glove customizations.
3 people felt that cosmetic additions need to be added to the Klingon game before the RSE receives any development.
And so far 1 person thinks RSE development should be started immediately.
the bare minimum aye, well the bare minimum requred is a kdf side of the game that can run indepent of federation players, enough pve to justify the game coming out on its own aka in the context that this game would be released again and it only had kdf.
that it had enough real pve content to level from the 1st level you get on to the top lvl you can aquire without repeating a mission once. that includes missions, exploration (real exploration not go to a planet stab 5 mobs or scan 6 trees). that it had a escort class ship, a science class ship and a tank cruiser class ship at each rank.
that there was enough diversity for customization of chars not just by facial and body tone like we have but uniforms and ship costumes of at least 3 varients for each ship.
its own space to explore with actual purpose behind it. actual 5 man instances through the ranks and top end 5 man instances and real top end 20-25 man raids that are tiered with upgrading gear from one to the next.
now i know the feds require some of that too so yes they should be involved on getting some of those but the kdf have the bare minimum to actually make federation vs kdf pvp viable, in no way does this game have a viable bare minimum game for kdf by a long shot. once you have completed the fleet actions 10 times, when you have completed the stfs 10 times and when you have got crafting to top level and everything you can from the c-store (spit) and done the feature episodes what is there todo beyond pvp and that is if you are one of the few still around that has gotten to top level by tooth and claw.
so in total,
-10-15 story missions (those can include remastered federation missions)
-6-10 go look over there at that bit of space mission (aka the fed patrol go into that bit of space for a reason q)
-sci ships though the ranks and actual real customizable ships, seriously lookin a bit dif will not break the game
-merc and none federation specific uniforms on the c-store unlocked to kdf
-equal veteran rewards aka feds get a jupiter uniform and kdf get a cloak :mad:, pfft not to mention a c-store jupiter bundle
-instances from bottom level to top level for both sides aka stfs in this game
-top end game raids tiered
-the maruader, vara and ship costumes for the kdf on c-store removed from c-store and given to kdf for free, why are they on there in the 1st place.
-allow grouping with the federation at top level stfs,dse's and fleet actions
-and in finishing make cryptic stop looking at kdf as an afterthought, when they create something for the feds they create something of equal content for the kdf at the same time, not 1 year after. so feds get a ship kdf get a ship, feds get a costume kdf get a costume, feds get a ship costume kdf get a ship costume.
if they cannot do the last bit then feds pay full subs, kdf pay half subs and the ones who have lived through this disparagy of content have there subs halfed from when they started kdf and get free to play until those subs either run out or the content is caught up.
and when cryptic turn around and say that they dont do this stuff for the kdf because the playerbase is so small who do they blame that on, is it the people wanting to play this game or the game they have created for the kdf or lack of a game becuase insulting the people who would happily pay for the game will never increase your revenue or get old players back and new players in.

This is an excerpt of a post I made in the Ask Cryptic thread someone made. I don't think this all needs to happen before they work on new races, but I do think it is the minimum Klingon-side players should expect just to approach respectability. If all of this were added within 1 year, I would be shocked, but also very happy. Of course, this assumes Klingons also get access to any other new content created for Feds or its equivalent.
At a minimum, what would it be fair to expect as a player who prefers to play Klingon? How about:
K'tinga/D7 refit (no-brainer and LONG overdue)
One new Klingon house conflict PvE episode per rank (one ongoing story taking a player from their first command all the way to the level cap)
One alternative skin, ship, or hull per ship class/rank (Feds get three hulls per rank and class minimum; one additional isn't too much to ask)
Additional Klingon melee weapons (just two would be enough)
BOFFs for each playable Klingon faction race (Lethean, for instance)
An alternative buff device equivalent to tribbles (I suggest a battle song we can sing! For glory and honor!)
One BOFF race with a space trait to balance out Human space trait (even if it's a new trait for an existing BOFF race)
One non-Klingon ship per rank (Orion, Nausicaan, or Gorn -- JUST ONE)
One Klingon-accessible station in each sector space zone Feds have a station except for Earth's sector (Ferengi, mercenary, or captured)
Transwarp abilities for at least 3 far-flung outposts
I'm not saying Klingons should get all this at once, but each and every point above is needed for the faction to approach respectability. If one or two of these points is addressed every 2 months, it would still take a year to get to that minimum acceptable content. Unfortunately, at the current pace it seems that some of these will never be added.

It's not that I do not agree, but I think the trend is clear. While KDF will share in new PvE stories, I do not see a large influx of new KDF only stories. We either accept less then what we find is ideal, or we simply continue butting up road blocks to a new faction and not getting anywhere.
No we don't. We are paying customers. It's not our job to fix their game. It's not our job to write missions for their faction. It's not our job to make up for their poor marketing of the Klingon faction. That we are even offering to do those things is more than most games would ever get.
Besides, giving up what we want, what we paid for, isn't compromise. It's surrender. How about Cryptic 'compromise' with us and start writing some Klingon missions.

I like your thinking on this and for the large part agree. Your example, diplomacy, is the perfect example of an in game innovation that should be available to every player in the game.
But for something like uniform customization I don't think we'll ever see parity. There are just too many easy to implement canon ideas for Starfleet uniforms for them to peddle on the C-Store.

We may have to compromise.
We are already compromising with only 8 to 10 KDF only missions. I don't think playing the same mission from the Fed side is going to do anything for the KDF. Example I have three Fed characters and I will play each to get them through new weekly missions. Then I will play all four of my KDF characters through the exact same missions. This is what we have today and it is not working for the KDF.
If Cryptic wants to put a KDF spin on any common weekly missions to make them uniquely Klingon then I'm for it. I don't think it will happen but I would love to see it. If not I think asking for only 8-10 KDF only missions add to what we already have is more than a compromise.

The overhaul of Qo'nos is a good start. I love it. That said I'm not a big PvE guy anymore since STO PVP has corrupted me, LOL, but it makes sense to have more missions, especially to help allevitate the pain in leveling an officer of the KDF. True it has never been easier than now (or maybe tomorrow if S4 is released) to level a KDF toon but many would still find it too grindy. Also, a majority of the Feds are PvE'ers and it will take some more really good missions to get more people interested in playing the KDF. It would also be really nice if we got some more ship variants for exsisting ships. Cryptic has taken their time but thus far done a nice job with the races and thier cusimization options. The new Gorn look awesome despite how much I love the TOS Gorn. The Merc outfit would be a great addition as would be the Klink cloak everyone has bee asking for since launch.

We are getting access to most of the galaxy in season 4, as well as new looks for the gorn, a graphical fix to all of our weapons, the marauding system, Quonos as a city and access to 5 of the Fleet Actions one of which (Federation Minefield) is exclusive to KDF.
I'm game for a thrid faction now. I would like some of the Fed missions reworked as KDF, and some of the C-Store off duty costumes added to the Klinks, but it is not nessesary.
i would ideally/realistically want at least 2 more feature episode series and approx 10 more unique KDF episodes. (that would give the klingons a total of about 43 story eps, either unique or cross faction which is roughly what the feds had at launch)
2 more groups of sorties.
the other 7 KDF missions made to scalable like they did with the first.
1 or 2 more playable species.
another set or two of costumes, either universal or race specific.
multiple ship skins across the range (in fairness i think this is already in the works).
add a second foundry wrapper for KDF to try and maximise the xp gained from the foundry.
a couple more pvp maps to get people playing pvp again
a open pvp instance on qo'nos like they did on tribble the other day.
that to me would leave the klingons in a decent enough state to start on the romulans. with FE continuing klingons would continue to get episodes and then perhaps they could go back later and add a few more unique episodes here and there.

Another 5 requested 8-10 missions and insisted on a uniquely Klingon feel. 2 requested a full 1-60 leveling experience with enough missions to skip a few, that has now been quantified as 10-15 exclusive story missions, 6-10 patrol missions.

2 people requested more ship skins, 1 specifying between 9-12 new ship skins.
2 people would require a solemn pledge from cryptic that from this day forward, they match any in game development for the Federation with an equal in game development for the Klingons. One of whom would require only that solemn pledge, the other would accept either that solemn pledge or half off his subscription cost for playing a Klingon. I'm not sure if he means half cost for playing exclusively as Klingon or half cost for playing a Klingon.

1 person thinks that science ships should be added to every rank of the KDF before work begins on the RSE.
1 person thinks that the KDF need to be given a number of veteran rewards equal to the current number of Federation veteran rewards in game.
1 person thinks that STF's need to see quite a bit of improvement, including tiering content, before a third faction is worked on.
1 person thinks that raid content needs to see quite a bit of improvement, including tiering content, before a third faction is worked on.
1 person would insist certain C-Store ship skins be removed from the C-Store and given away free before a third faction is worked on.
1 person would require that there be shared grouping for STF's and Raids before a third faction is developed.
1 person would require a K'tinga/D7 refit, despite those being different ships.
1 person would need to see 5 different KDF subject species ships, one at each rank.
1 person believes that the KDF needs an equivalent developed buff system to match Tribbles, Klingon Opera has been suggested but is not required.
1 person requires that two Klingon accessible bases be added in game to balance DS9 and 39-Sierra/Memory Alpha and a multiple zone transwarp system to match the Transwarp powers gained as Federation Diplomacy rewards.
And so far 2 people think RSE development should be started immediately.
We've also received 2 angry rants, 4 side discussion replies, 2 rambly non-responses, 1 person's answer was proceeded by the caveat that he wasn't answering the question and 1 person provided clarification when he saw that I was counting his responses incorrectly.
Any further synopsis I do on this thread will only include suggestions that have been made by two or more respondents.

The current K't'inga includes the D7 skin and a K't'inga Refit skin in the ship costume editor, so as far as Cryptic is concerned, they're the same ship. It would be nice if they were 2 ships, but I can live with it as-is if a refit version was added to balance the Excelsior Retrofit.
Melee weapons are often superior to ranged weapons in this game, so yeah, give us a couple more Klingon melee weapons for flavor, but I wouldn't hold up new races for this, since it is purely cosmetic.

Upon reflection, I would not put one in Alpha Centauri, and instead drop it in Psi Velorum. I'd perhaps put the DS9 offsetting base in Alpha Trianguli, too, so long as Klingons could have a usable base in either direction.
Anyway, that comes out to just 2 bases added for Klingons, either Ferengi-run neutral ones or captured Fed bases, etc. The 3 transwarps would be to each of these bases plus either Ganalda or the Deferi station point in the Deferi sector to offset the Diplomacy-related transwarps. I don't think equivalents to the Excelsior transwarps are needed unless they make that a C-store item or tied to one in the same way.
In my opinion the biggest issue with the KDF is leveling, specifically grinding. Now to be fair your grinding regardless of which faction your playing, but the Federation has more variety. I literally just leveled two new KDF character by playing 'Skirmish,' 'Spin the Wheel,' and 'Everything Old is New Again.'
So I say there needs to be more KDF specific missions. Especially ones that focus on the non-Klingon races in the Empire, maybe a 3 mission arch for each. Also, any Federation mission that can be remastered for the KDF.
In fact, let me step to the side a moment and pose this question to the Devs. What missions do you think could be converted to the KDF?
Now, back to what I was saying. Any future Featured Episodes will help, the KDF currently has 15 missions thanks to the FEs, granted that only gives around half a rank.

Now there are a few things I think the KDF should have, but are not necessary.
Gorn and Lethean specific consumes, Lethean BOs, Orion/Nassican/Gorn ships at all tiers, more ship variants, a greater KDF presence in Romulan/Cardassian territory to rival the Federation presence.
Lastly, I would say that this is not just the minimum I expect from the KDF, but from the RSE as well. Also, I think that once work is started on the RSE that any missions of the Romulans that can have a KDF, or Fed, counterpart should.

However, I know that isn't going to happen. The closest we'll get is when Federation missions get remastered, they may make a Klingon equivalent. Dstahl said something along those lines in the most recent ask Cryptic.
They are adding more ships, they are adding a DOff system which will introduce the Marauder system, etc. So, it looks like we are about to have all the building blocks we are going to get. From here on out, it is likely that our new content will be Featured Episodes.
I was thinking the other day that I'd be more interested to see a Romulan faction added if they would make Romulan PvE missions that brought the Romulans into conflict with the KDF...and at the same time made a KDF side of the story mission. It would seem to be a way to get content for both factions without duplicating all the effort (just some of it). I suspect they will do that some for the Romulans with existing Federation content that gets remastered.
I'm ambivalent about a Romulan faction. Its not my cup of tea. I know that other players want them. If they are going to do it, they have to get started at some point because it is going to be a lot of work to add a new faction to this game.
If they could accomplish that with the remastered versions of fed missions, that would be acceptable too.
And the KDF should get equal customisation options from now on, the Federation is already far ahead, so instead of making two new skimpy outfits for the feds, make it one for each side.
1) Another 8 - 10 KDF exclusive PvE story missions. Actual story missions, not "Kill (0/5)" patrol missions, not "Faction Neutral Content", but KDF exclusive PvE only missions with an actual storyline.

2) More KDF costume and ship options to be somewhat on par with what the Feddies currently have. At the very least open up the "off-duty" outfits to us and more hair styles (I absolutely HATE the dread look).
Now, I would LOVE to see more KDF-only missions covering the major races in the Empire, including Orion and Gorn-centric episodes. I don't expect this to happen, though, due to Cryptic's focus on making most everything faction agnostic these days. As long as we have a leveling path that doesn't force us to grind PvP, exploration clusters, defense missions, and mission replays all day long, I would be happy.
And, yes, I am looking forward to playing a Romulan. I'd love to have all of the major players (sans Borg, of course) to have their own faction and flavor.

When I can comfortably go from level 1 to 60 without repeating alot of stuff and still have a couple missions left over once I am done I will consider it enough. That's how it is Fed side.
Our tally so far is, of 7 respondents.
6 people wanted missions added to the Klingon game. 3 people would require 8 missions and would be willing to accept Federation missions being remastered if they felt significantly Klingon enough. Another 2 requested 8-10 missions and insisted on a uniquely Klingon feel. 1 requested a full 1-60 leveling experience with enough missions to skip a few, so I'm marking him down as asking for 60+ missions but without requiring story lines for each one.
2 people felt Lethean bridge officers need to be introduced before the RSE receives any development attention.
The same 2 people were not aware that Nausicaan bridge officers are already in game and already have a race specific outfit set including 2 different shoulder customizations and three different glove customizations.
3 people felt that cosmetic additions need to be added to the Klingon game before the RSE receives any development.
And so far 1 person thinks RSE development should be started immediately.
that it had enough real pve content to level from the 1st level you get on to the top lvl you can aquire without repeating a mission once. that includes missions, exploration (real exploration not go to a planet stab 5 mobs or scan 6 trees). that it had a escort class ship, a science class ship and a tank cruiser class ship at each rank.
that there was enough diversity for customization of chars not just by facial and body tone like we have but uniforms and ship costumes of at least 3 varients for each ship.
its own space to explore with actual purpose behind it. actual 5 man instances through the ranks and top end 5 man instances and real top end 20-25 man raids that are tiered with upgrading gear from one to the next.
now i know the feds require some of that too so yes they should be involved on getting some of those but the kdf have the bare minimum to actually make federation vs kdf pvp viable, in no way does this game have a viable bare minimum game for kdf by a long shot. once you have completed the fleet actions 10 times, when you have completed the stfs 10 times and when you have got crafting to top level and everything you can from the c-store (spit) and done the feature episodes what is there todo beyond pvp and that is if you are one of the few still around that has gotten to top level by tooth and claw.
so in total,
-10-15 story missions (those can include remastered federation missions)
-6-10 go look over there at that bit of space mission (aka the fed patrol go into that bit of space for a reason q)
-sci ships though the ranks and actual real customizable ships, seriously lookin a bit dif will not break the game
-merc and none federation specific uniforms on the c-store unlocked to kdf
-equal veteran rewards aka feds get a jupiter uniform and kdf get a cloak :mad:, pfft not to mention a c-store jupiter bundle
-instances from bottom level to top level for both sides aka stfs in this game
-top end game raids tiered
-the maruader, vara and ship costumes for the kdf on c-store removed from c-store and given to kdf for free, why are they on there in the 1st place.
-allow grouping with the federation at top level stfs,dse's and fleet actions
-and in finishing make cryptic stop looking at kdf as an afterthought, when they create something for the feds they create something of equal content for the kdf at the same time, not 1 year after. so feds get a ship kdf get a ship, feds get a costume kdf get a costume, feds get a ship costume kdf get a ship costume.
if they cannot do the last bit then feds pay full subs, kdf pay half subs and the ones who have lived through this disparagy of content have there subs halfed from when they started kdf and get free to play until those subs either run out or the content is caught up.
and when cryptic turn around and say that they dont do this stuff for the kdf because the playerbase is so small who do they blame that on, is it the people wanting to play this game or the game they have created for the kdf or lack of a game becuase insulting the people who would happily pay for the game will never increase your revenue or get old players back and new players in.

It's not that I do not agree, but I think the trend is clear. While KDF will share in new PvE stories, I do not see a large influx of new KDF only stories. We either accept less then what we find is ideal, or we simply continue butting up road blocks to a new faction and not getting anywhere.
We may have to compromise.
No we don't. We are paying customers. It's not our job to fix their game. It's not our job to write missions for their faction. It's not our job to make up for their poor marketing of the Klingon faction. That we are even offering to do those things is more than most games would ever get.
Besides, giving up what we want, what we paid for, isn't compromise. It's surrender. How about Cryptic 'compromise' with us and start writing some Klingon missions.
I don't mind the lack of pve missions.
When they are done, they are done.
All cryptic has to do is say "if you want story go fed, if you want action go kdf" and I will accept that.
I don't accept the "we will get the kdf up to par" and a year later we don't get anything and the Feds get diplomacy and more customization
I like your thinking on this and for the large part agree. Your example, diplomacy, is the perfect example of an in game innovation that should be available to every player in the game.
But for something like uniform customization I don't think we'll ever see parity. There are just too many easy to implement canon ideas for Starfleet uniforms for them to peddle on the C-Store.
We are already compromising with only 8 to 10 KDF only missions. I don't think playing the same mission from the Fed side is going to do anything for the KDF. Example I have three Fed characters and I will play each to get them through new weekly missions. Then I will play all four of my KDF characters through the exact same missions. This is what we have today and it is not working for the KDF.
If Cryptic wants to put a KDF spin on any common weekly missions to make them uniquely Klingon then I'm for it. I don't think it will happen but I would love to see it. If not I think asking for only 8-10 KDF only missions add to what we already have is more than a compromise.

We've also received 2 angry rants, 4 side discussion replies, 2 rambly non-responses, 1 person's answer was proceeded by the caveat that he wasn't answering the question and 1 person provided clarification when he saw that I was counting his responses incorrectly.
Any further synopsis I do on this thread will only include suggestions that have been made by two or more respondents.
The current K't'inga includes the D7 skin and a K't'inga Refit skin in the ship costume editor, so as far as Cryptic is concerned, they're the same ship. It would be nice if they were 2 ships, but I can live with it as-is if a refit version was added to balance the Excelsior Retrofit.
Melee weapons are often superior to ranged weapons in this game, so yeah, give us a couple more Klingon melee weapons for flavor, but I wouldn't hold up new races for this, since it is purely cosmetic.
I actually don't care what the alternative to tribbles would be, but if they want to do animations and sound for Klingon opera, it would at least be good for a laugh.
You misunderstood my Klingon-accessible bases request, so I'll clarify. I would add 1 base per sector block where Feds have bases, not counting Earth (offset by Qo'noS) or K-7 (Ganalda). In other words, add one Klingon-accessible base to offset Deep Space 9 and 39-Sierra/Memory Alpha (same sector block). Upon reflection, I would not put one in Alpha Centauri, and instead drop it in Psi Velorum. I'd perhaps put the DS9 offsetting base in Alpha Trianguli, too, so long as Klingons could have a usable base in either direction.
Anyway, that comes out to just 2 bases added for Klingons, either Ferengi-run neutral ones or captured Fed bases, etc. The 3 transwarps would be to each of these bases plus either Ganalda or the Deferi station point in the Deferi sector to offset the Diplomacy-related transwarps. I don't think equivalents to the Excelsior transwarps are needed unless they make that a C-store item or tied to one in the same way.
So I say there needs to be more KDF specific missions. Especially ones that focus on the non-Klingon races in the Empire, maybe a 3 mission arch for each. Also, any Federation mission that can be remastered for the KDF.
In fact, let me step to the side a moment and pose this question to the Devs. What missions do you think could be converted to the KDF?
Now, back to what I was saying. Any future Featured Episodes will help, the KDF currently has 15 missions thanks to the FEs, granted that only gives around half a rank.

Now there are a few things I think the KDF should have, but are not necessary.
Gorn and Lethean specific consumes, Lethean BOs, Orion/Nassican/Gorn ships at all tiers, more ship variants, a greater KDF presence in Romulan/Cardassian territory to rival the Federation presence.
Lastly, I would say that this is not just the minimum I expect from the KDF, but from the RSE as well. Also, I think that once work is started on the RSE that any missions of the Romulans that can have a KDF, or Fed, counterpart should.
Duly noted, my reference to them being different ships was to point out that some, more purist players would not want a K'Tinga refit to also be a D7 refit, even though the skin would be in game and easy enough to use.
