I was thinking earlier tonight about Klingon content.
I play mainly Federation.
However, once I went through all the Fed content three times in a row and ground up a bunch of emblems on my Fed main, I decided to try the KDF.
Had the KDF had more PvE content I wouldnt have made it past my main Fed before rolling a "main Klingon".
I even went so far as to roll one at launch and let him sit there until more content came out. As the months passed I finally came to realize no content was coming. I deleted him.
Much to my joy they finally added those 8 missions for the KDF. I re-created a Klingon and ran off to level him in order to start the PvE. Sadly, much grinding later I was finished with the KDF PvE. He sat dorment again until Sorties were launched.
Once he reached max level I tossed him aside and only played him to go through Featured Episodes for the limited time rewards.
It is my belief that there are several things that can be done to help not only bring the KDF faction up in terms of population but also make them better.
For the time being population increases will have to be left to the community. Players need to move over to ESD or Drozana and recruit people to make a Klingon. Sadly, it's like trying to get someone to sample a dinner that they've heard was horrid and don't want to risk their money.
Something Cryptic can do (aside from create more content) to draw more players to the KDF is to create essentially a Silver Member account system and allow people to purchase STO and play both sides for free for 30 days and then play a Klingon for free forever after that if they don't want to pay a sub. However, these KDF players would be limited to KDF only content and FvK & KvK PvP. This would hopfully increase the PvP population across all levels for the KDF and maybe help everyone level those bare levels faster.
Also, split the daily emblem reward PvP missions ( and their lower level equals). Have them give 2 instead of three Emblems ( or a lesser amount of their reward) for completion but have two versions: One FvK and one FvF/KvK. Doing this creates more reason for Fed players to enter PvP against the KDF at all levels and therefore gives KDF players more to do.
Open territory PvP. There are plenty of people that have outlined various plans for this from creating a new instanced "combat zone" along certain lines to repurposing Ker'rat and other similar planetary War Zones as battlegrounds which can be controlled thereby offering some tangible bonus to the controlling faction on a global scale.
Cross-faction teaming, only in Gamma Orionis. The Borg are a common and extreme threat to both sides. They need to treat them as such and put aside their differences.
One Season of Entirely KDF content. Many players (myself included) would rather play Romulan than KDF. We're basically waiting until the KDF is "done" before we can sign in as a Rommie. One Season of KDF only content would be a big step in this direction.
There are already a large number of Federation missions and with the changes to Ground Combat, the impending Doff system and the remastering of older episodes there's no better time to leave the Federation to their own devices and begin a hard push on KDF content. The Feds will spend a long time relearning the New STFs due out sometime this Summer and while they also go through gathering Doffs and replaying Ground combat they'll be very occupied.
During this time if even one Klingon mission for each level from Lt Commander 1 to Captain 9 could be added it would go a long way toward content contributions for the KDF. This in turn would increase the amount of KDF players as many are waiting until the KDF is "finished" before making a KDF toon.
If people want content they will go where it is. If that means rolling a Lethean and playing for the KDF for a couple weeks then so be it.
Imagine, season 4 is launched and while the Doff system is in testing and getting fixed up, Gozer works on STFs. Doff system launches, Gozer gets the tweaked STFs out and remasters a couple more Fed episodes (potentially creating Klingon versions where appropriate while he is at it). All the time this is going on the other content folks could be designing KDF style Patrol missions to help fill the content gap. Even if they're on of a handfull of possibilities in a daily mission wrapper like the Orellius Sector missions (something that could then be ported into the various Fed sectors to replace DSEs as they are now, in certain zones one set of missions could work for both factions).
No need for Featured Episodes if there is all this other stuff to play with for at least a month or two. Cryptic may even be able to get the Klingon tutorial hooked up. While we're at it toss in an attack saur pet on the C-Store and let us earn an attack Targ as part of a mission arc. Or, one better give me a Boff skill or kit that allows me to summon a targ, a Targ Handler kit perhaps? Targ handler I, II, III boff skills? One summons a targ, two summons one better targ and three summons two better targs?
I'm primarily a Federation player. I WANT to play more KDF characters and try out new build in those ships. I don't want To have to grind like I did last time though.
There are plenty of people just waiting to play a KDF character. Cryptic, I ask you to place a poll on these forums. One question. "If the Klingon faction had an amount of Klingon only content roughly equal to that of the Federation, would you create a Klingon character?" I'm betting plenty of people, far more than 12-18%, would say yes. That gives you more options for content creation and story telling as well as a wealth of C-Store additions with a healthy KDF. If I want a great ship on my Fed and you make it worth my enjoyment to play a Klingon faction character I will undoubtedly want a great ship or whatever for him/her as well.

alas though i highly doubt we will ever get anywhere near equality when it comes to pve, c-store or usable content. maybe pw will throw a new dev team at cryptic to just do the kdf an i really wish they did because sto is a running joke now and the kdf classed as the NGE faction of starfleet online.
But that's just me.
I say whenever they release a FE series they add in one extra Klingon only episode. They make 6 missions where before they were making 5. For example after the Reman FE add in a mission where you get directly involved in the Romulan / Reman civil war.
This way everyone gets new cros-faction content ... just the KDF gets a little something extra to help them fill in those leveling gaps.
It's getting repetitive.... same old missions, same old outcome..... give us something more!
That is a great idea. It can slowly eat away at the miss balance until both sides have about the same content. Fed players would not complain that they are beng ignored either. Using your suggestion, that could also be a good way to introduce Romulan Faction material as well such that they can also be up to par with the Starfleet and the KDF.
