Can UGC content be added as PVE missions?

Forgive me if this has been talked to death, but I don't see it anywhere:
Is there any way for UGC missions to be added to the "general" PVE missions of the game? I ask because since Cryptic (and the Gods of User Agreements) own the content of UGC missions anyway, why not USE them to help flesh out the KDF? The devs can do basic polishing of otherwise seriously good missions made by players and Whamo! There is more PVE.
Perhaps this tech is harder that it appears, or perhaps there is some other legal hangup...
