While the system has safeguards to prevent putting ships in ground maps and buildings in space, there are no restrictions on using space animations on the ground. It's pretty funny too.
To replicate:
Create a ground map and put an object in it.
Create a space map and put an object in it.
Set the first task of the story tab to interact with the space object. Set the object interaction animation to transwarp - Excelsior.
Now change the object of the interact to the ground object, but leave the space animation the same.
Actually, I would ask that you not take this feature away. Reproducing what Kirkfat posted, I find the transition to be quite useful, and can be used for some interesting effects. For example, why not use it to show the player character being whisked away by some unknown alien tech?
DON'T DO IT!!!! OMG PLEASE DON'T DO IT! I need those animations! I use them for a mission in which there are ships fighting each other overhead of the player! If those animations disappear I won't be able to recreate it on holodeck.
The more that I think about it, the more it's really not a bug. It doesn't hurt anyone. It would be nice if the useful ones in space were added to ground, rather than needing this crazy work around.
I don't think this refers to Zerox running of and saying guys this needs to be fixed. I hope it refers to her as a designer herself wanting to play with the issue.
I for one, want my shuttle to escape out of an airlock before I reach it in a future mission.
Map Ground - high placement of building. You reach the Shuttle bay the door opens, and the shuttle warps out. Countless hours of working this out in my head wasted if they change this.

So, nevermind. It's not really a bug.
