Followed directions to open Foundry Beta, but it won't allow me to create a character or pick a newly made, regular-game character. Any advice?

Have you Uploaded a character from Holodeck.
This link wil take you to the STO Website where you can transfer a copy of any of your characters to Tribble.

And just to make sure: You are on Tribble, are you? The Foundry is not yet active on Holodeck.
