Zero told me to post this! I'm not sure what is the bug, precisely, but hopefully this helps describe the overall situation.
With a KDF foundry character, I started creating a Klingon side mission. The mission's initial contact is on Qo'nos, and I also built a space and ground map as well to play with. This mission is unpublished, never has been published as its very unfinished. Project ST-TMMRPS9V6
When I pressed play mission in the foundry for the mission preview, it puts me on Qo'nos with the test character. I also got the popup for the initial Klingon mission "Honor Bound", the one where you go and prove yourself in one on one combat, against three different other KDF people. After talking to one of the persons to turn them hostile, I could use the kill target button on them to speed the mission along. After killing the three I needed to, the mission completed and I got the appropriate rewards, including the initial three KDF bridge officers, a Gorn tac, Klingon female sci, and Klingon male eng.
From that detour, I proceeded to start my mission, which starts with a talk with one of the Orions in the bar. From there I move off to the first mission map, the door being at Donatu in Eta Eridani. This leads to a space map, and my BOs have taken their appropriate seats on the ship with their relevant powers available for me to use with the test character.
The space part of the mission leads to a ground part, and all three of those officers and a redshirt Bekk beam down with me. This ground portion of the mission has a lot of dialogue that is supposed to come from different officers. I have it setup so that each of the away team tactical, engineer, and science officers have things to say in the mission. However, only the Gorn tac officer was saying anything, saying the dialogue parts of each officer instead of only the tactical part.
Somewhere in there is a bug or two or three, hopefully that is enough information to help find them.

Update on this portion. I finished and published the mission and ran through it with a 'proper' character, yet this issue remains, one officer was saying the dialogue for everyone. The tactical officer said all the lines for the science and engineer as well as his own, despite having a science and engineer in the away team. This issue only happened on the ground, though. Space dialogue worked properly.
Do note that it was not an issue between (away team) and (ship) officers, as I had different (ship) officers supposed to say things while on the ground, yet only the tactical (ship) said anything for the eng(ship) and sci(ship), along with the tactical (away team) who said dialogue for the eng and sci (away team). The issue affected all BO dialogue on the ground.
Hey Foxrocks, I've finally got your project in front of me and I have some questions.
1) When you have your ship officers talking, does the correct officer appear?
2) Have you tried setting up the popups as one long dialog and changing the costume?
I think maybe this is a Klingon-only issue, and I'm trying to narrow it down myself.

1. The ship officers were the correct ones in space map dialogues. But when on the ground, I'm pretty sure both ship officers and the away team officers were wrong. It was one ship officer saying all the ship lines, and a second away team officer saying all the away team lines. I used both ship and away team officers to deliver lines on the ground portions. I didn't do that in space, and used purely ship officers for the space parts, so maybe the mixing had something to do with it.
2. Definitely didn't try that. That would be a lot of reworking to do, and I think it would make it a lot harder to adjust things if I did it that way if I later wanted to change or add something like another objective. However, there was one portion of the mission where I did have a "proper" dialogue that uses different BOs, but that did not work properly either.
If it is a KDF only issue that would make sense, because my other mission worked fine with a lot of dialogue between different BOs, but it was a Federation mission. But that mission was also finished and published a few months ago before the new dialogue system was put in. That said I haven't looked at it since I found these issues on the new mission.
I noticed this on my klingon character when I remade her, The officers didn't seem to 'know' which one was which career, and it wasn't based on ship assignments either.
I ended up figuring the Oldest BO I had, the one I got first of the whole lot was the one doing all the dialog. Happened to be my Borg BO, after deleting that one it was one of the 3 I got from the honor bound mission, after deleting those it was the Orion I purchased from the BO store.
I think I can support the KDF only bug, though I can't be sure. I just ran through Crouching Ty'Gokor, Hidden Demon (I hope thats right), the KDF foundry mission that got imported to Holodeck. And while I don't know what the author set up for BO dialogue assignments, I thought it was extremely odd that only one BO said every single bit of dialogue. It was the exact same BO no matter what popup, and it was my engineer, which probably isn't the BO that was set for some of the lines. Of course I don't know for sure because I didn't design the missions, but it seems that it supports the theory.
Foxrocks, I can verify that Crouching Ty'Gokor (at least the one we put on Holodeck) is set up to have different bridge officers deliver different lines.

Except mine was working fine during unpublished testing, however, when I published the mission that's when I started to get the problem.
