Is it available for use in The Foundry? Can we have the ability to cause more effects in nebula's, such as lowered hit probability and such.

No not yet like the Vault, but I do believe there is a nebula that reduces your engines. Not 100% sure on that but I think I remember playing with that possibility in one of my missions.

What I would like to see, at least initially would be the ability to add these weather effects to pop up windows. I would love to be able to send a transmission like the one Carol Marus sent in ST II where you get static and poor transmission quality. I can fake it with the text portion right now, but a static effect on the actual contact picture display would add to that.

Yes Yes a thousand times Yes!

Although I'm not fond of the full screen static effect, I could see other full screen filters being added in the future - such as a B&W filter for Captain Proton adventures.

*chuckle* since these forums prefer....decorum??? I won't type my actual response... But I endorse this greatly! IF we ever do get to make true 'holo-novels' (Cryptic I've heard rumours there exists a map that looks like a TNG style holodeck and I could use something like that to make true interiors without running into hte crazy x/y/z plotting issues I keep stumbling on.) A weather effect filter like that would be great!
