does anyone know where i get the sinister shooter from? im almost level 42 and if its a quest id like to get started on it.

u r probably using too many powers on said monsters. use take aim and frost arrow only and ur mana will last longer. Also slings are great in PvE because of their RoF more regular shots = less mana spent.

where does one get the sinster shooter?? can it be refined or upgraded??

you have to have socket stones. you buy them from the boutique. u need seventy five of them to add two sockets.
