Unfortunately, most of those events can't be won by a noob with crappy gear. Most of the people who usually ask for merchanting help are noobs with crappy gear.

By that logic, you can get 12 star orbs for $50 each if you buy two of them. They sell those packs like once or twice a year, not all that often.

No. You can only transfer refines to gear of a higher level. And if you could, it would still be cheaper to wait for a refine sale... PWI is greedy like that.
