What does this guy do, because he doesnt show up on my game do I have to complete a quest to talk to him or do i evenn need him?

where is he and what does he do also he doesnt show up on my game what can i do?

what is the "assassin coordinator' and h also he doesnt show up in the city of raging tides where he should be atleast he's not on my game. What i want to know is what hes used fioor and if ill need him?
