It's graphics driver problem i've upgraded my drivers and everything works fine.

I is problem of graphics card. I've got exactly they same issue. Try to set detail level to higer, the character creation frame will show. Now i got problem with male elf character in game. Character stats window is blanc only my avatar is shown. On other chars everything works fine only male elf char not.
