I like the second idea much better. It solves two problems at once. I don't think the skill-starving is necessarily a bad thing, it just means you have to be picky on what skills to take, which means two different archers with the same stats, equipment, and levels may still be different since they've taken different skills.

Are you in the air attacking a creature on the ground? I seem to recall that this halves all damage, even if the creature on the ground can hit you (with a ranged attack or if you are close to the ground). I think it applies to any difference in environments (air-ground, ground-water, air-water).
