Your level is way past the range of good exp from Frost. Those are all 8x mobs. You get nerfed xp as it is, perhaps the xp reduction is being magnified as well... who knows. I have plenty of people in-faction who have gained anywhere from 70% to 2 levels from doing Frost with x12 hyperxp. So there has to be a glitch.. they…

Avoid harshalands (pvp), rising tide (pve) and probably Dreamweaver. Lost City (pvp) and Heaven's Tear (pve) are probably the two busiest servers for their play settings.
