Try doing some repeatable quests for the girl north of village of brutes, each quest will reward 1 reputation. If she doesnt give you ANY quests at all, means you will need to fly to archosaur/dragon city and do repeatable quest for the guards outside the gates and earn your reputation there.

Thats because they work on the equipment bonus, not the base stats you have without gear. So you wont get exactly +60% of the value you see on your character stats screen.

100% true. Venos never stay atfer they have complete their quests. That if they even team with you, most just deny teaming even after you fully buffed and/or saved their lives. Yes please, even if you take away the +0.5 speed bonus of lv30 wings, make flight mastery work with it, because right now the eagle wings are totally useless unless you got fuel to accelerate.
