Drop the quest and pick it up again. The NPC offeres a quest to trade in 25 celestone fragments for a mirage OR a quest to trade 5(?) celestone of human, 5 of heaven, and 5 of earth(?). Likely you have the latter selected already.

I have been adding int to my archer, im very new still but as I leveled up to lvl 14 i was always runnign low on mana so I kept my str and int pretty much the same and dumped the rest into dex. Your Chi bar will show under your health/mana as a thicker yellow bar that also displays your name (not sure why name and not just 'CHI') if you mouse over it will say 0/100 Chi.
