I agree and made my own rough testings today. I let my 3.33 aps sin hit my Mystic with r9rr and the increased movement speed buff was on her nearly the entire time. On my storm with boundless however..I would see a proc approx all 10 seconds. Thats roughly 30 hits each proc, sometimes its even far worse. Longest time with…

Well, maybe he is reffering to the new debuffs. Due to the fact that most debuffs stack, Stormbringer can decrease the enemy defense by upto 225% now (with the new ultimate skill) which pretty much reduces all defense to close to 0. I for one managed to hit my Barb for over 225k with that combo...which is very very broken…
