If NPC sold something worth exactly 1 gold for 600k, gold prices would then remain at about 600k. Why would anybody buy an item from NPC for 600k when they can buy 1 gold cheaper? I took this quest at lvl 63, so you should still be able to take it at 62. Talk to the Elder in Thousand Streams to start it. It gives 142k xp, about 85k gold, and about 32k spirit.
