It is just PKing, they are harrassing the lower levels. I went in on my 25 Psy and my 34 Seeker...both of them are low level AND blue. I didn't know about the Token quests until AFTER I did the spiritual cultivation. I am not sure how to complete them now...any ideas? tips? CPR?
