Thank you for looking into this. No, she doesn't have any other characters 21-30. Her only characters on the account are a 87 main character and the 27 character with this problem. Yes, she completed all 7 bounties on her 27 yesterday before the end of the day server time. The mysterious problem seems to have gone away…

Thanks guys you're awesome, it was a case of one quest per level range per account, i've never experienced account limited quests before now. I wish we had people like yourselves writing the wiki, keep up the great work.
