The person who has the quest has to be 75+ in order to open it. Once the door is open, any level can join the party. Not sure if anyone said it or not, but it's only open once per day. From what I heard, you can use an Ultimate Orbs to increase drop rate. I have no idea if it's true or not. Only one way to find out, right?
